Project Overview
The Climate-Friendly Agribusiness Value Chains Sector Project (CFAVCP), financed by ADB, was designed to improve the climate resilience of agricultural infrastructure and enhance crop productivity, diversification, and commercialization across southern and central Laos. The project’s overarching ambitions encompass rehabilitation of small-scale irrigation and rural road infrastructure to climate-resilient standards, improvement of crop research and quality testing facilities, development of climate-friendly value chain infrastructure for agribusiness enterprises, deployment of climate-resilient rice and vegetable varieties, capacity strengthening in climate-smart and organic agriculture, promotion of farm mechanization through smallholder financing schemes, and the formulation of climate-friendly agribusiness policies and green finance mechanisms. LCG was engaged directly by the Department of Agricultural Extension and Cooperatives under the Ministry of Agriculture and Forestry to support Output 1 of the project — the provision of climate-resilient rural infrastructure — across five provinces spanning the country’s southern and central regions.
LCG’s Role
Working as the sole consultant firm on this assignment, LCG’s team delivered the full cycle of engineering survey, design, and feasibility work needed to identify, prepare, and appraise rural infrastructure subprojects for ADB financing. Over 12 months, LCG conducted topographic surveys and prepared cadastral maps; carried out detailed engineering designs; and undertook technical and economic feasibility studies for a diverse portfolio of rural infrastructure subprojects across the five provinces. The physical scope assessed and designed encompassed 11.95 km of rural access road upgrading, 10.85 km of irrigation canal upgrading, excavation of 12 farm retention ponds, upgrading of irrigation canals (1 km) and perimeter fencing at two provincial Agricultural Development Centres — including rice storage facilities — together with associated civil works. In total, LCG prepared studies for 18 subprojects and completed 12 feasibility studies across the assignment period.
Impact
LCG’s engineering survey and feasibility work produced the technical and economic evidence base required to advance CFAVCP’s rural infrastructure component towards construction, directly enabling ADB and the Government to identify and prioritize subprojects with the greatest potential to improve climate resilience and agricultural productivity for farming communities across five provinces. The assignment demonstrates LCG’s capacity to mobilize rapidly, operate across geographically dispersed field locations in southern and central Laos, and deliver rigorous multi-subproject feasibility and design work within a compressed timeline — capabilities that are central to the firm’s offer in ADB-financed agricultural and rural development programmes.
