The Enhancing Systematic Land Registration Project (ESLRP), supported through World Bank financing, aims to strengthen land administration and tenure security in Lao PDR by expanding systematic land registration (SLR). As part of the project, a pilot land survey was implemented in selected villages in Vientiane and Savannakhet provinces to support the Government of Lao PDR in improving the efficiency and quality of land registration processes. The pilot focused on the systematic collection of cadastral and ownership data to support land parcel mapping and the preparation of land documentation, which forms the basis for formal land registration and title issuance. The activity contributes to strengthening land governance systems and improving the accuracy of the national land information system.

LCG, in joint venture with Summit Home, supported the Department of Land in implementing the pilot land survey activities. The team prepared the project inception report and work plan, coordinated with national and sub-national land authorities to identify target villages, and conducted public awareness activities to inform local communities about the systematic land registration process. LCG carried out field surveys and cadastral data collection in accordance with national guidelines, including the identification of parcel boundaries with landowners, documentation of ownership information, and completion of official survey forms. Following verification by the District Offices of Agriculture and Environment (DoAE), the team prepared cadastral maps and entered verified land parcel and ownership data into the national digital cadastre system, Lao LandReg. LCG also conducted quality assurance of survey results and prepared a completion report summarizing project results, lessons learned, and recommendations.

Through the pilot survey activities, LCG supported the Government of Lao PDR in strengthening the implementation of systematic land registration by improving the accuracy and organization of cadastral and ownership data. The work contributed to building local capacity and supporting the verification and documentation processes required for formal land registration, helping to improve the efficiency and reliability of land administration systems.
