Environmental Impact Assessment for the 230kV Transmission Line of the Xekong 300MW Thermal Power Project

Project Overview
The Xekong 300MW Thermal Power Project includes the development of a new 230kV transmission line to transmit electricity from the proposed 300MW Xekong Thermal Power Plant in Xekong Province to the existing 115/22kV Nathon substation in Salavan Province. The transmission line, with an approximate length of 54.6 km, is designed to strengthen regional power connectivity. As a large-scale infrastructure project, the development requires a comprehensive Environmental and Social Impact Assessment (ESIA) to evaluate potential impacts and ensure that environmental and social risks are properly managed throughout project implementation.
LCG’s Role
LCG, in partnership with Innogreen Engineering Co., Ltd., (ING) contributed to the preparation of the ESIA for the proposed 230kV transmission line. LCG carried out key field studies and stakeholder engagement activities, including socio-economic baseline surveys, land use and inventory of loss surveys, and public consultations across 15 villages located along the transmission corridor. The team was responsible for data collection, cleaning, and analysis, and led the preparation of the social components of the ESIA and the Environmental and Social Management and Monitoring Plan (ESMMP). These activities supported the identification of potential project impacts and the development of mitigation measures to ensure responsible project development.
Impact
Through its work on the ESIA process, LCG contributed to strengthening environmental and social safeguards for the proposed transmission infrastructure. The assessment provides a foundation for informed decision-making, supports compliance with national environmental regulations, and helps ensure that potential impacts on communities and local livelihoods are appropriately addressed as the project moves forward.
