Project Overview
The Integrated Irrigated Agriculture & Rural Development Project, a USD46M initiative financed by the EDCF (of Korea) to enhance the livelihoods and socio‑economic conditions of rural smallholder farmers in Champhone and Songkhone districts, Savannakhet province. The project strengthens agricultural productivity through major upgrades to irrigation infrastructure covering approximately 3,000 hectares, including rehabilitation of the Soui Reservoir, pumping stations, and 46 km of extensive canal networks.
In addition, the project supports rural development through the construction of farm roads, rehabilitation of rural access routes, establishment of community centers, development of a farmers’ primary market, construction of a rice processing and storage complex, and provision of agricultural machinery. These investments improve production capacity, market access, and climate resilience for farming communities.
LCG’s Role
LCG is the local partner of the Korean joint venture, provides full implementation support to the Project Coordination Unit under the Department of Irrigation. LCG provides local technical support including field surveys such as topographic surveys and soil investigations, drafting and technical assistance for detailed engineering design, and undertake construction supervision activities. The team also assists with procurement processes, including preparation of bidding documents and support during the tendering process. In the area of environmental and social safeguards, LCG plays a leading role in the preparation and updating of the Initial Environmental Examination (IEE) and contributes to the Inventory of Losses (IOL) in the Social Safeguards process.
Impact
The project significantly boosts agricultural productivity and strengthens the resilience of rural communities in Savannakhet province. By upgrading irrigation infrastructure, improving market linkages, and enhancing community facilities, the project contributes to higher yields, improved water management, and increased income for smallholder farmers.
Through institutional strengthening and support for Water User Associations and Groups, the project promotes sustainable management and long-term operation of irrigation systems, contributing to the Government of Lao PDR’s broader objectives for rural development, food security, and climate-resilient agriculture.
