National Road 13 North is one of Laos’s most strategically vital transport corridors, connecting Vientiane Capital northward through the country’s agricultural and economic heartland. The Government of Lao PDR — with co-financing from the World Bank, Nordic Development Fund (NDF), and Asian Infrastructure Investment Bank (AIIB) — commissioned a major rehabilitation and upgrading programme across two separate contracts spanning a combined 64 kilometres.

As part of the program, the NDF provided a Grant dedicated to resettlement activities, ensuring that land acquisition and compensation processes were implemented in accordance with international safeguard standards. These included the preparation of a full Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for the densely populated 6-km Sikeut–Sikhai urban section, as well as implementation support for the RAP and Ethnic Group Engagement Plan (EGEP) along NR13 North. Together, these activities ensured that environmental risks, resettlement impacts, and engagement with ethnic communities were managed in line with international safeguard standards.

Initially, under the RAP and EGEP implementation 58 km section from Sikeut to Phonhong (2018-2021), LCG supported PTRI in carrying out safeguard activities required prior to construction. This included conducting Detailed Measurement Surveys (DMS), carrying out replacement cost assessments, developing digital systems for compensation payment tracking and monitoring, and supporting participatory confirmation of compensation rates with affected communities. LCG also assisted affected households in opening bank accounts to facilitate compensation payments, prepared grievance and compensation manuals, and provided training to government counterparts on RAP and EGEP implementation procedures.

In the second phase (2021-2022), LCG led the preparation of the ESIA and RAP for the Sikeut–Sikhai urban section. The multidisciplinary team conducted environmental and socio-economic baseline surveys, legal and institutional reviews, stakeholder consultations, and alternatives analysis. LCG also prepared the full set of safeguard instruments, including the Environmental and Social Management Plan (ESMP), Grievance Redress Mechanism (GRM), and detailed resettlement documentation. In addition, LCG supported the implementation of the RAP for this section by facilitating and managing compensation payments to affected households and businesses in coordination with the project authorities.

The combined safeguard assignments strengthened the environmental and social management of the NR13 Improvement and Maintenance Project and ensured compliance with international development partner requirements. Comprehensive assessments and inclusive stakeholder engagement helped clarify project impacts and define appropriate mitigation measures.

Transparent compensation procedures, strengthened grievance mechanisms, and improved monitoring systems enhanced trust between project authorities and affected communities. By supporting institutional capacity building and responsible safeguard implementation, the project contributed to the sustainable and socially responsible upgrading of one of Lao PDR’s most important transport corridors.
